The Estonian Roundtable for Development Cooperation would like to invite you to attend the international seminar Cooperation with Georgia, Ukraine and Moldova to be held in Tallinn on May 21, 2007.

The seminar will give an overview of the policy framework of the Estonian cooperation with the European neighbourhood countries and attempts to identify the role of Estonian civil society within that framework. Special focus will be paid to cooperation with Georgia, Ukraine and Moldova.

The seminar intends to bring together civil society actors, scholars, politicians, government officials, local government representatives, journalists, foreign representatives in Estonia, European Commission envoys and other interested organizations and individuals.

The policies shaping the Estonian development cooperation have mainly been formulated in recent years. In Estonia, development cooperation is regulated by the Estonian Strategy for Development Cooperation and Humanitarian aid 2006-2010. This strategy formulates the objectives of the Estonian development co-operation and humanitarian aid. The priority partner countries of Estonian bilateral development co-operation are Georgia, Moldova, Ukraine and Afghanistan.

On the European level there are many changes affecting the external cooperation in partner countries and European NGOs engaged in international activities. The initial changes took place with the introduction of the new EU financial instruments for the period of 2007-2013. The seminar will concentrate on three policy documents: the Human Rights and Democracy Horizontal Instrument, the Neighbourhood Policy Instrument and the new thematic program for non-state actors. While the impact of these policies on NGO activities and on their beneficiaries is significant, only very few NGOs in Estonia are actually aware of the content of these policies and the opportunities they offer.

The aim of the seminar is to provide a common space for dissemination and exchange of information on the policy framework for international cooperation in Estonia and identify the role of civil society in the implementation of these policies. More specifically, the seminar will explain the new financial instruments, give information on call for proposals and available funds. Additionally the seminar aims to identify the needs and topics of high interest for recipient countries.

In addition to providing information about the Estonian role in the implementation of the European policies, the seminar will cover the topic of further developments in the programming and monitoring of the financial instruments of the EU.

The event takes place in cooperation with the Open Estonia Foundation and FEST project of the European Movement Estonia.
